Consider the unique challenges of the transition between the top two levels of automated vehicle:
A Level 4 fully automatic driver-less car (where no human is ever required), and a Level 3 semi-autonomous car, where it may get to the end of its comfort zone or competence (for instance, if it thinks its sensors cannot see properly, or the road surface traction is outside its design parameters skidding?), and wish to hand back control to the human drive .
Do you think that this lesser Level 3 [one down from full auto] form of vehicle 'autonomy' is viable (or even essential), and there are ways this problem can be solved; or is 'Level 3' doomed? Is it too dangerous for anyone to accept a role as a backup 'driver' when they might find themselves expected to take over when the car feels 'unable to cope', at the worst possible moment?
Do you think it is likely that a Level 3 car handing back control because it is outside its capabilities will create a potentially deadly crisis for the surprised driver? Would you be scared to 'drive' a Level 3 semi-autonomous car when this might happen? L3 vehicles are Doomed.
Life is the most valuable element on earth and any technology which is adverse to human life cannot be considered as viable. In the same way L3 vehicles are also not to be considered as viable as they are road safe and have led to major tragedies in the past. In addition, the legal system of Australia also is not yet ready to allow such vehicles form plying on road as it may endanger both passenger and pedestrian safety. There are several legal issues which need to be taken into consideration before coming to the conclusion that L3 vehicles should be doomed or made viable. One of such issues is in relation to insurance. It is not clear under the legal system that whether people who gave been injured by an automatic or semi automatic vehicle would be able to make an insurance claim form government based compensations or through the third party insurance (Ntc.gov.au 2018).
It may be argued that vehicles which are semi automatic may solve the problems in relation to providing assistance after crash, following the directions of the police or paying any tools or fines. However according to The Conversation (2018) the safety of these vehicles is yet to be tested. In one of the major accidents it was seen that a L3 vehicles was not able to give timely signal to the driver to take control of the vehicle manually. This led to a serious accident. Therefore unless proper laws are made and safety is ensured L3 vehicles are doomed.
